HIQA Inspection Checklist: Curtain Hygiene in Nursing Homes Ireland

HIQA inspections assess nursing home compliance across a wide range of regulatory areas. Curtain hygiene is not always the most visible item on an inspector’s list, but it forms part of the infection control assessment — and gaps here can contribute to negative findings. This checklist helps nursing home managers and directors of care prepare their curtain hygiene programme for inspection.

The Regulatory Context

HIQA inspects nursing homes registered under the Health Act 2007. Regulation 27 (Infection Control) requires registered providers to have written policies and procedures for infection control in place, and to implement them. Soft furnishing hygiene — including curtains — falls within the scope of these requirements. Inspectors will review documentation and may visually assess the cleanliness and condition of curtains during their visit.

HIQA Curtain Hygiene Checklist

1. Cleaning Frequency

  • Are curtains in residential areas cleaned at minimum every 3–4 months?
  • Are curtains in high-risk areas (isolation rooms, post-infectious areas) cleaned more frequently?
  • Is there a documented rolling cleaning schedule covering the entire facility?
  • Is there a process for immediate cleaning following contamination or infectious incidents?

2. Documentation and Records

  • Are compliance certificates retained for all curtain cleaning visits?
  • Do records include the date of service, areas cleaned, method used, and technician details?
  • Are before/after photographs included in service records?
  • Are records accessible and retrievable for inspection?

3. Cleaning Method and Standards

  • Is cleaning carried out by a trained specialist contractor or accredited in-house process?
  • Are hospital-grade cleaning agents used that are appropriate for soft furnishings?
  • Are fire-retardant properties of curtains maintained through appropriate cleaning methods?
  • Is the cleaning process appropriate for residents with allergies or respiratory conditions?

4. Condition and Appearance

  • Are curtains free from visible staining, soiling, or odour?
  • Are curtains in good structural condition (no tears, missing hooks, or broken tracks)?
  • Are privacy curtains between bed spaces in clean and functional condition?

5. Infection Control Integration

  • Is curtain cleaning included in the facility’s infection control policy?
  • Is the cleaning programme reviewed as part of the annual infection control audit?
  • Are staff aware of the process for reporting curtains that require immediate attention?

Common Inspection Findings Related to Curtains

Based on published HIQA inspection reports, common findings related to soft furnishings include: absence of a documented cleaning schedule, lack of records for cleaning visits, curtains that are visibly soiled, and cleaning intervals that do not meet HPSC guidance. Any of these can result in a compliance action or, in repeated cases, a regulatory notice.
